Middletown 13-year-old Hopes to Meet Taylor Swift Despite All Odds

As a result of the wildly popular "Shake It Off" Video, the Dover Police Department found out about 13 year-old Victoria Marsh of Middletown. Victoria has Down Syndrome, and was recently diagnosed with Osteosarcoma; a form of bone cancer. She is just one of three people in the country with both down syndrome and Osteosarcoma.
Her wish is to meet Taylor Swift. The department wanted to send Victoria to a Taylor Swift concert, but her doctors can't let her go because of chemotherapy treatments. She gave the tickets to her sisters for their support.
So, the department made the below video in hopes that Taylor Swift will see it and Facetime or meet Victoria when she stops in Philadelphia on her tour.
